چکیده

We introduce the first family of district compactness measures that can incorporate a wide range of internal geographic features. The measures in this family are the probability that a district contains an admissible path between a randomly selected pair of people. The measure can account for roads, travel time, political boundaries, and prior districts. This family of measures includes the path-based measure of Chambers

A Measure of Bizarreness

We introduce a path-based measure of convexity to be used in assessing the compactness of legislative districts. Our measure is the probability that a district will contain the shortest path between a randomly selected pair of its’ points. The measure is defined relative to exogenous political boundaries and population distributions. JEL classification: D72, K00, K19

Legislative Effectiveness in the United States Senate

Drawing on data from 1973-2014 (93rd-113th Congresses), we develop a new method for measuring the legislative effectiveness of members of the United States Senate that builds upon Volden and Wiseman’s analysis of legislative effectiveness in the U.S. House. We compare the construction and analysis of our Senate Legislative Effectiveness Scores (LES) to those of the U. S. House over the same 40-...

A Survey on Precision of Nested Water Level Data Derived From Delft3D Model

One of the troublesome aspects of numerical modeling is to determine open boundaries for a model and to make sure that the boundary conditions employed at the open boundaries are compatible with physical processes being simulated within the interior of the model domain. In this investigation the accuracy of the water level data derived from delft3D employing nesting procedure were studied. Thes...

A project of doubtful utility: measuring legislative opposition to the Pennsylvania Canal

A spatial model of legislative roll call votes is used to examine the debate surrounding the decision to build a canal across Pennsylvania in 1826. The model reveals a sharp polarization between the English and German-speaking regions of the state, with marked splits over the establishment and funding of the Pennsylvania Canal and other fiscal issues. Representatives from the German-speaking re...
